PBC Pipe Design (the “Project”)
Professional Services Contract

Sealed Proposal Responses to provide Professional Consulting Services for the Project shall be received at the office of the Central Oregon Irrigation District (“COI”), 1055 SW Lake Court, Redmond, Oregon 97756 until 4:30 p.m. on October 17, 2018. Any Proposal Responses received after the specified time will not be considered. A non-mandatory site visit and pre-proposal meeting will be held, commencing at the COI offices on September 12, 2018 at 9:00 a.m.

Qualified consultants (“Offerors”) interested in responding to this Request for Proposals (“RFP”) are required to register with Black Rock Consulting by issuing a request by email to dcprull@gmail.com and to blackrockci@gmail.com . The email is to indicate the firm name, primary firm contact, firm address, phone number and email address to be duly registered to respond to this RFP. Once registered, BRC will provide potential Offeror with instructions to obtain a copy of this RFP and attachments to the RFP.

The Central Oregon Irrigation District (“COI”) is soliciting proposals from qualified consultants (“Offerors”) to provide contracted services for professional design at a 30% design-level for the Pilot Butte Canal Piping Project – “PBC Pipe Design”. Services contemplated include review of COI’s System Improvement Plan, Capital Plan, site visit(s), use of LiDAR provided by COI, utility locate coordination, ground surveying, location of COI’s existing property rights, identification of permitting requirements, public outreach, coordination with municipalities, railroad, resource agencies and other key stakeholders, as required, incorporation of technical guidance from COI’s Engineer-of-Record/Owner’s Representative, and development of conceptual and 30% design drawing levels for review and approval by COI and its Engineer-of-Record/Owner’s Representative. Offeror shall include the services of a qualified construction Contractor to provide input on the 30% design process during the course of the 30% design including input on schedule, budget, construction staging, construction utility and structure conflicts, and similar input. COI also reserves the right to award additional services to the selected Consultant on a phase-by-phase basis for design to 100% for each awarded phase, if any.

Design is anticipated to include approximately:

18,000 LF of 48-IN to 24-IN HDPE Laterals (Smith Rock/KingWay)

100,000-LF of 102-IN to 120-IN Steel (or other) Pressure-Rated Pipe

15,500-LF of 132-IN HDPE Profile Wall (or other) Low-Head Pipe and ancillary items

Proposals will be evaluated following a Qualification Based Selection process identified in the Request for Proposals.

Intent to Award is scheduled for November 7, 2018.

To be considered responsive, each Proposal Response must be submitted in accordance with the instructions contained in the RFP Documents.

Owner reserves the right to reject all Proposals Responses or any Proposal Response not conforming to the intent and purpose of the Proposal documents.
